Image Federal Council The Federal Council holds both the executive and legislative powers of the federation. The council comprises of 52 members: the 4 local presidents and 12 representatives from each of the 4 local parliaments. The system is designed in a way whereby the all countries hold an equal power in the federation, regardless of cultural and/or economical status. The number of representatives from each country is adjusted accordingly to the number of federal ministries. The Federal Council also handle the affairs of the Federal Capital Territory.

The 4 local presidents collectively is the head of the federation and leads the Federal Council. The ceremonial position of Federal President is rotated between the 4 local presidents. After serving a mandatory two years, the Federal President becomes Federal Vice President for the next two years.

The Cabinet of Ca'onja holds the executive power of the federation. The 12-members Cabinet comprise of federal ministers elected by the Federal Council. The 12 Federal Ministries are:
  • Commerce and Industry
  • Communications, Infrastructure and Transport
  • Culture and Social Development
  • Defence
  • Education, Science and Future Techologies
  • Environment and Climate Change
  • Finance
  • Foreign Affairs
  • Health
  • Home Affairs and Justice
  • Manpower
  • Resources and Food Security
Each ministry have multiple agencies, each in-charge of a specific matter.

Local Parliaments The 4 countries have its own parliament elected by the people. The parliament then elects a president and cabinet to lead the country. In practice, the leader of the ruling party becomes the president. The local parliaments must abide by the laws and policies set forth by the Federal Council, though there are some degree of autonomy.

According to the constitution, the country's parliament dissolves once its president had served one-term as the Federal President. In practice, a parliamentary term lasts 8 years, given that there are 4 local presidents rotationally serving as Federal President. The current practice is that the president serves as Federal President on its 3rd year, then as Federal Vice President on its 5th year, before dissolving the parliament at the end of the 8th year.

The size of parliament is dependent on the number of electoral districts. Each electoral district must govern 250,000 citizens, with a 20% allowed deviation. Electoral districts are redrawn prior to a general election.

General Elections General Elections are held once the Writ of Elections is issued by the local President but not before the electoral districts are redrawn to account for the change in population. Publication of opinion polls of any kind are also forbidden federation-wide once the Writ is issued till Polling Day. The parliament dissolves on the same day the Writ is issued. A parliamentary term generally lasts 8 years.

Nomination Day is then held on the second Friday after the Writ issuance, allowing eligible electors and political parties to nominate himself/herself/a candidate to an electoral district it would like to contest for. At the end of Nomination Day, any districts with only 1 candidate will have no contest and is elected. Districts with more than 1 candidates will have a contest to determine the winner. Campaigning typically begins a day after Nomination Day, lasting till Polling Day. Polling Day takes place on the sixth Friday after the Writ issuance. As Polling Day falls on a Friday, the day will be declared a public holiday.

Upcoming General Elections Major Political Parties Major political parties of Ca'onja usually cover several, if not all, countries. The largest political party is the United Alliance (UA) coalition, which holds a supermajority in all local parliaments. The United Alliance was forged between the Conservative Party and Social Democrats Party, the two largest party of the time, in the 1950s as a gesture to work together for independence.

From independence onwards, the UA achieved a simple majority in most general elections. It is not until the early 1970s that the UA achieved eventually supermajority (two-thirds majority), largely due to more major parties joining the alliance, at the beginning of the Sorol Civil War. The 70s and 80s also saw a period where walkovers are common due to a lack of contest in favour of the federation.

The Asian Financial Crisis of 1997 led to the emergence of small independence movements across the country. It is not until the Great Recession of the late 2000s that the independence movements gained small political victories in the general elections. The 2000s also saw the rise of Islamism in both Sorol and Eauripik, gaining small political victories in the 2010s. Nonetheless, the UA still retains the supermajority across the federation.

About the Election
Eauripik will hold its 11th General Election (GE) since the formation of the Federation. All 98 seats are up for grabs. The previous GE was held in 2016. What makes the 2018 GE special is that it is the first snap election of the Federation. The GE was declared after a significant number of Members of Parliament (MP) resigned which consequentially affected the Cabinet of Eauripik. It also affected the Federal Council of Caroline and Ontong Java as a few of the resigned MPs are also representatives of the Council. With an unstable government, the parliament is dissolved and a snap election is then declared for Eauripik.

The mass resignation of MPs was due to the formation of a federal committee to investigate alleged tax evasion of Ca'onjaian citizens. Specifically, the Committee is tasked to investigate the names that appeared on the Panama and Paradise Papers. Most of the people named on the papers have links to high profile citizens, including political leaders. Former President of Eauripik Jameson Davani is the highest profile citizen with links to the people named in the papers. Though Davani denied any wrong-doings, mass protests eventually led to his resignation. His action also affected the rotational cycle of the Federal Presidency as Davani was due to take up the role in 2018, effectively marking the first time a parliament dissolves without its President taking up the role of the Federal President. In short, 2018 is the year that Ca'onja experienced a major governmental shakeup for the first time since independence.

It is worth noting that these events occurred during the United Alliance's (UA) 60th reign of the Federation. The UA has been in power since independence but the recent events caused a huge dent to its image. There are unconfirmed rumours that the UA encouraged named members in the Panama-Paradise papers to resign in an attempt to "mend the dent". It also comes in a time when both the independence and the Islamist movements threaten the UA's supermajority status across the Federation. Nonetheless, despite the situation in Eauripik, the UA still receives widespread approval as the vast majority of the population still support the Federation, though the lack of viable pro-federation major-party alternative could explain the high approval for the UA.

You know, I actually wanted a larger parliament size but the nightmare of drawing every single district makes me decide to go for a smaller number. :angel:

Nomination Day for the 2018 Eauripik General Election took place today on 7 September. All 98 seats of the Eauripik Parliament will be contested; there are no walkovers.

There are 4 political parties contesting in more than 1 provinces. The major political parties are Eauripik Independence Party (EIP), Islamic Liberal Party (ILP), Solidarity Alliance (SA) and Togetherness Alliance (TA).

The SA and TA are new political parties contesting in this year's general election. Both parties were formed following the split-up of the ruling party United Alliance. The two parties will be contesting in all 98 seats each.

As for the EIP and ILP, the map below shows the seats that both parties will be contesting for.

All 98 seats will also be contested by smaller political parties and candidates running as independent.

For reference, this table shows the party's performance since the 2008 Eauripik General Elections.

The campaigning period will last for 4 weeks beginning tonight. Polling Day shall take place on 5 October 2018.
