Alliances and partnerships produce stability when they reflect realities and interests. Simultaneously there is no stability without solidarity and no solidarity without stability. The goals of the second TON summit will follow these ideals, towards tommorow, together

On behalf of Oka, I welcome the leaders and delegations teams to the second regional summit for east asian members in the Alliance of Independent Nation: Nakama, Oka and Teiko

We are today in Oishi's Red House. Oishi on of the cities that form our capital : Oka City, behind this international capital, lies the story of five cities that cooperated throughout history to find stability and prosperity,

OPENING STATEMENT

We need to reach that happy stage of our development when differences and diversity are not seen as sources of division and distrust, but of strength and inspiration.

For the sencond time leaders, and government officials of our three nations meet, this time in Oka. I wish to thank Prime Minister Hiroshi Takanashi and Seijuro Akashi for their endeavours, faith and implication in this trilateral summit. For one I wish that the impetus of the last summit lives on.

I am happy to present the developments in Oka since the last summit.

-The Mashikura pact has proven it's use in the short lived East Asia crsis

-The application of the visa waiver has increased the communication between the nations, making administration for short period workers, interns and family members living abroad much easier, Renagawa recordred an increase of Nakamese visitors in February and March

-Oka is in the planning stages of the special economic area near the border between Oka and Teiko that will be a hub for Research and Development for companies based in either of the three nations and following the ideals of the Oishi treaty Oka will propose - an AIN competition will be proposed for contractors and designs.

Oka supports the agenda it will present along it's partners, our governments have proposed the following points be discussed. First of all the DEFERRED DISCUSSIONS from the last summit in Nakama

I. Dual citizenship
II. Carbon Emission Cutting Agreement

1-Dual Citizenship

The confirmation of automatic dual citizenship for inhabitants of the Ryukyu Islands and the opening of dual citizenship for Teikonians and Nakamese.

2-Oishi treaty - A treaty for ecology, investement in sustainable innovation & lifestyle

-By 2030, Oka plans to cut its greenhouse gas emissions 30 percent from 2013 levels by switching to more efficient power generation and promoting energy-saving lightbulbs, among other measures. It also aims to achieve an 80 percent cut in emissions by 2050. But Oka wants to look even further with the installation of R&D policies in our respective nations in terms of innovation. Oka is enhancing support for industrial restructuring to be ready for the 4th industrial revolution whilst promoting a hollistic agenda that includes social problems ans well as health isuues. We wish to work on the following ideas : Expand role of R&D to vitalize the economy, Create a foundation for sustainable society in which individuals will easily flourish, Boost research capability through open collaboration

3-Creation of unified TON Scholarship

Oka supports the creation of a unified scholarship in which all mutual diploma's are recognized along as well as a common point system (EASP) East Asia Scholarship Points valid in all three nations, (e.g you need 30 points to study abroad in X nation) Oka will also commit to investing in cooperative programs that follow ideals set by the Oshi Treaty

4-Creation of unified cash card for Teiko National Railways, Nakama National Railway and OkaRail

Oka along with it's national operator Okarail support the creation of common cash card valid in all three nations as well as the recognition of reduction cards between nations. Similarly Sato Anmo of Oriental Airways and Horizons proposes that this cash card be valid for regional flights between and within the TON nations

5-Creation of unified defense system for TON airspace

In coherence with the Mashikura Pact, Oka will take part in the creation of a TON airspace defence system between the defence ministries, we look forward to discuss these points.

6-Creation of multilateral currency swap agreements for TON and TON + 4 and NATO

Along with the faciliation of moving between our nations, and living / working in them, we wish to facilitate the life of our citizens by proposing a currency swap agreement to buffer price differences between our nations.

Oka also invites observer nations such as Karasem, Amuria and Shensheng to implicate themselves and comment, as the Teiko-Oka-Nakama trilateral summit is the prime and only forum for regional cooperation, we believe that inviting nearby nations would provide a more comprehensive perspective for the region.

OPENING SPEECH


I thank President Stephen Cha-wan for the warm words he has given. Indeed, in these changing times, stability has become a rare commodity. Hence, I thank President Stephen Cha-wan and Prime Minister Hiroshi Takanashi for their hardwork in keeping stability and growth in the region. Their unified effort has made Teiko-Oka-Nakama one of the longest standing region in the Alliance of Independent Nations. It is my hope and desire that both three nations will continue to cooperate in fostering a sense of kinship and cooperation in the region and in a greater perspective, the Alliance of Independent Nations.

I also would like to highlight our gratitude to Oka and Nakama for standing along with Teiko during the short lived East Asia crises. The short lived scene proved how volatile the region is and that the need for cooperation is strong. The past months have been a testament on how successful our first TON summit have delivered. The Mashikura Pact have ensured that there is no hegemony in the region while the free-trade agreement and common visa waiver policy have all contributed to the economic growth of Teiko. Today, Oka and Nakama remains as two of the Teiko's greatest economic partners.

I would also extend my support to the proposals provided by the Government of Oka.
1. My administration supports dual citizenship for inhabitants of the Ryukyu Islands. However as our current constitution and six codes provide, our country disallows dual citizenship and naturalization. In this sense, any changes for citizenship must be addressed by an amendment in the Teiko Royal Council.
2. Teiko will support the Oishi Treaty. Teiko will follow through with Oka's cutting of carbon gases emission and will also invest heavily in renewable and nuclear energy. Teiko will provide a list of projects in our Trade and Investment Board that can be coarse through a Public-Private Partnership scheme in the coming weeks.
3. Teiko supports the creation of a unified TON Scholarship. Our top universities with the help of the Ministry of Health, Education, Culture and Sports will provide an action plan for this.
4. Teiko supports the creation of unified cash card for Teiko National Railways, Nakama National Railway and OkaRail.
5. Teiko supports a unified defense system for TON airspace. We believe that the TON airspace should be monitored by joint-commission from the nations (similar to NORAD). Teiko also supports a unified guided surface to air missile system as a means of a defense system for the TON airspace.
6. Teiko supports the creation of multilateral currency swap agreements for TON and TON + 4 and NATO. This will help domestic investors expand their operations overseas at minimum interest.

We also echo the call of Oka for the invited observer nations, Karasem, Amuria and Sansheng to post and open up their concerns. As TON is currently the premier forum for regional cooperation, we believe this an opportunity to foster cooperation and understanding.

We also would like to add that the list of proposals the following:
1. Hosting Rights of the Third Summit to be Given to Teiko (next summit is late, oct/nov.dec 2018)
2. Teiko will open an economic zone in Johto (Kagoshima) especially for TON institutions in hopes of encouraging joint-research and business between each nations. The economic zone will be given tax incentives.
3. Regulation of the Ryukyu Sea - Teiko proposes a joint naval patrol on the Sea of Ryukyu and that TON must take a unified stand expressing the freedom of navigation in international waters such as the Sea of Ryukyu.

Opening Statement.

Thank you to the host, President Stephen Cha-wan and the leader of fellow country Premier Seijuro Akashi for their individual statement earlier on. I'm very grateful to be able to have this big regional meeting again after the previous one held in Mashikura, Nakama. Not forget to mention that Nakama and Teiko just had a bilateral summit beforehand in Serika few days ago, we would also to address several issues that can be brought here.

I would like to mention that our three nation to keep each other during the east asian crisis few month ago where Nakama and Oka standing with Teiko to resolve the diplomatic crisis without escalating it into physical conflict. I also addressed that the number of Okataian and Teikonian tourist are increased for past 4 month, especially during the new year holiday season thanks for the waiver policy we have from the previous summit.

Below are our response toward the proposals by Oka and Teiko:
1. As Nakama not affected by Ryukyu dual citizenship, we didn't have anything to say about this. In Nakama, our constitution disallow dual citizenship for now, however we might have amendment for exception on the dual citizenship from Teiko and Oka, similar case with Teiko.
2. Nakama will support the Oishi Treaty to cut carbon gases emission. We might also participate in any of the joint R&D with Oka and Teiko.
3. Nakama supports on the creation of unified TON scholarship coordinating with the Ministry of Education, Culture and Sport as well as the Universities around Nakama.
4. Nakama supports the unified cash card with the railway system in Oka and Teiko. Nakama National Railway Group alongside with private railway companies around Nakama will implement the system integrated with the proposed system to ensure mobility of the citizens in all country.
5. Nakama supports the creation of unified air defense system on TON airspace. We would also invite both Oka and Teiko on the research and development on our anti missile system and surface radar technology to support this point of agreement.
6. Nakama supports the creation of multilateral currency swap agreements for TON and TON + 4 and NATO.
7. As the initial of agreement of TON, Nakama supports Teiko to hold the third summit later in this year.
8. Nakama supports the economic zone in Johto. We hope our investors and businessman will expand there. Nakama would also invites Teiko and Oka to the upcoming economic zone in Shinko as part of our Shinko International City plan as well as the Research and Development center in Hoshinoumi Serika Academy City.
9. Nakama will participate on the joint patrol in Sea of Ryukyu and North Philippines sea as part of TON waterspace. Imperial Nakama Navy will coordinate with Teiko and Oka navy to conduct it.

Alongside with the replies above, Here are our proposal to this summit:
1. Invitation of Teiko and Oka to form union wide proposal on Sustainable Development.
2. Possibility of TON Free Trade Zone.
3. Regular Naval exercise between TON Members.

The Amurian Republic has received its invitation to observe this summit and has sent a delegation to attend, including the Minister of Foreign Affairs, Yuri Alekseyev.

As observers of the summit, the Amurian delegation wishes to see some discussion on future expansion of TON, possibly including the Amurian Republic. The nation, despite its role in the East Asian Crisis, strongly wishes to continue cooperation within the East Asian community and finds that nations of the TON cooperative forum is in good terms with the Amurian Republic.

Republic of Karasem has received the invitation as an observer to the summit. I, Suryadi Setiawan Karasem Minister of Foreign Affairs lead the delegates of Karasem to this Regional Summit.

We hope that this summit will bring benefits for the entire region and possibly to other countries as well. As a partner country, Karasem looking forward to have cooperation with Teiko, Oka and Nakama especially in the economic, education and tourism. Economic wise, Karasem open a bigger door for any TON members to invest in Karasem. In Education we wishes that Teiko, Oka and Nakama would like to open more possible joint research with Karasem as well as increasing the scholarship quota from Karasem. And for tourism we looking forward to have waiver policy within TON and its observers, Amuria, and Sansheng.

Thank you very much for your input, we are happy to see Karasem and Amuria participating, you will find a list of points our nations will sign, should you voice any opposition or wish any modifications, please do so by using the bullet number (e.g. 3.5) or adding a new one.

MEASURES TO BE RATIFIED

1.0 - Citizenship
1.1 - dual citizenship (Okataian-Teikonese) will be granted for inhabitants of the Ryukyu Islands. In any other case, national rule will prevail.

2.0 - Oishi treaty
2.1 - Participating TON members pledge to reduce gas emissions 30 percent from their 2013 levels through measures that a specialist team will specify
2.2 - Participating TON members pledge to achieve an 80 percent cut in emissions by 2050.
2.3 - Significant investing in R&D to vitalize economy through Public-Private cooperation
2.4 - Political engagement in favor of a healthy lifestyle through investment and support of sport, social activities and shorter working hours

3.0 - Unified TON scholarship
3.1 - Creation of a TON credit system that facilitates relations between universities in which Oka, Teiko and Nakama are part, and extended to the nations that responded to our invitation, Amuria and Karasem - Shansheng will be contacted
3.2 - A cooperative fund for international workshops, research, studies between TON members in topics relative to the Oishi Treaty - Ecology, Sustainability, Social Sciences
3.3 - Creation of a curriculum on 3 years (bachelor) in Sustainable Development and 4.0 Industry, each year will be hosted in a different university - An additional Masters degree and Doctorate is possible in the university of choice of the student.
3.4 - In coherence to 3.1 Students of Amuria and Karasem can apply to the 3 year curriculum mentioned above

4.0 - Rail Cash Card
4.1 - Teiko National Railways, Nakama National Railway and OkaRail will create a unified credit cash card to ensure mobility of the citizens in all country.
4.2 - Discussions will be announced with JR Japan to make it valid in Japan
4.3 - The cash card is valid for regional flights to Oka, Teiko, Nakama, Amuria and Karasem on airlines of the Horizons alliance

5.0 - TONspace
5.1 - Military Cooperation for a unified defense system for TON airspace through a joint commission from the nations
5.2 - Elaboration of a guided surface to air missile system as a means of a defense system for the TON airspace.

6.0 - Currency
6.1 - Creation of multilateral currency swap agreements for TON and TON + 4 and NATO with interesting exchange rates

Observe good faith and justice toward all nations. Cultivate peace and harmony with all.

I wish to thank all the participants that made this summit so successful, and I truly believe our nations complete themselves in their qualities, let it be Teiko's diversity as a nation at the crossroads of East Asia, Nakama's economical and demographic strength or Oka's historical emphasis on cooperation that led it to be one of Asia's first federations in 1848.

With our new goals like the Oishi treaty, and reinforced cooperation between our nations, Teiko, Oka and Nakama position themselves are regional and global powers able to work together towards common goals.

On behalf of the whole government, myself the president of Oka, Nano Kanmei our representative of Oka for AIN and our foreign minister Noro Ryu, I hope you will enjoy these Okataian specialties from our Michelin starred chef
