The Coalition Government is delighted that you are considering our proposal. I, Prime Minister Lou Dodd, would like to meet with Chancellor van der Sar on Thursday November 17 in the Spira Islands to initiate discussions. Our Minister for Immigration and Border Protection Linda Jamieson, along with Commander-in-Chief Sir Brian Reid, will also be in attendance.

SPIRA ISLANDS MEETING - THURSDAY NOVEMBER 17, 2016

I would like to thank Chancellor van der Sar for her attendance at today's meeting. On behalf of my government, I hope that discussions will prove fruitful and that we can make inroads towards achieving a mutually beneficial solution. Illegal arrivals present significant challenges to both our nations, and it is therefore imperative that we collectively instigate action to fully quell the problem. However, without reducing operating costs at the Raijara Detention Centre, our government's vision will not be realised.

Currently, the situation at the Raijara Detention Centre is:
  • Number of detainees: 378
  • 2015-16* total operating cost: $134.813 million (JAD)
  • Estimated 2016-17* total operating cost: $173.881 million (JAD)
*Period spans the Jarrabanian financial year

For the centre to remain viable, annual operating costs must be reduced to within the vicinity of $102 million. Bearing in mind the aforementioned information, funding blowouts for the centre totalled almost $33 million across the 2015-16 financial year and could total $70-80 million this year. Although our government is in the process of implementing measures aimed at lowering costs (including staff cutbacks, reduced funding for detainee welfare programs and reduced funding for building maintenance), our independent auditors estimate that a shortfall of $50-55 million is still likely this financial year.

Our government believes that joint administration of the two centres could reduce operating costs. However, to estimate potential cost reductions, we require the following information concerning the Spira Islands Detention Centre:
  • Number of detainees held at the facility
  • Operating costs across 2015-16
  • Potential changes to funding over the next 12 months and how this could affect operating costs
If joint administration does not sufficiently reduce costs at Raijara, some expenditure may have to be outsourced. We would subsequently seek to engage a third nation on the matter, ideally an AIN member state. If a joint trust is established, we propose that detainees are housed at/transferred between either centre irrespective of which nation they seek asylum in, as mentioned in our earlier correspondence.

We also propose the following:
  • Jarrabanian navy vessels are permitted to enter Neu Westfalen's waters (and vice versa) without clearance. This would only be permitted for interceptions, rescues and routine patrols.
  • Establishing a joint communication campaign aimed at deterring illegal arrivals. Advertisements would be broadcast across both Jarrabanian/Neu Westfalen media outlets and throughout source nations for illegal arrivals/people smugglers, including Indonesia, Sri Lanka, Iran and Myanmar.
  • More regular intelligence sharing between our two nations concerning people smuggling and illegal immigration

Again, we are extremely grateful for today's meeting. With our nations' similar stance on illegal immigration and the close geographical proximity of our two detention centres, we feel confident that a solution can be reached. Collaborative action will only strengthen the fight against illegal immigration in both our nations.

Our cost analysis of joint immigration controls is complete. All figures are approximate. The details are as follows:

With current funding:
Spira Islands: 104.86m JAD | 75.44m USD
Wayala Islands: 171.04m JAD | 125.19m USD
Total: 278.87m JAD | 200.63m USD
50/50 funding split: 139.43m JAD | 100.31m USD | 120.37m WFM (per nation)

With projected funding cuts:
Spira Islands: 104.86m JAD | 75.44m USD
Wayala Islands: 148.1m JAD | 106.63m USD
Total: 252.96m JAD | 182.13m USD
50/50 funding split: 126.48m JAD | 91.06m USD | 109.27m WFM (per nation)

Current exchange rates: 1.39 JAD = 1.00 USD | 1.20 WFM = 1.00 USD | 1.16 JAD = 1.00 WFM

Unfortunately, should funding for the trust be split 50/50, annual operating costs at the Raijara Detention Centre would still exceed our $102 million target by roughly $24.5 million. Whilst we remain committed to joint controls, engaging a third AIN member state on the matter may be necessary. We believe that annually resettling 120-150 detainees in this third country could alleviate the funding shortfall. Once an appropriate solution is found on our part, a final decision can be made.

We have accepted an offer from New Duveland to resettle 115-150 refugees from the Raijara Detention Centre annually. This will reduce operating costs at the centre to approximately $97-102 million (JAD) per year, therefore making joint operations viable. We now await your decision on the matter.
